Don Upson is among the most recognized names in American government management, especially as management and service delivery are improved through technology applications. Dr.Gurer has been working in Afyon Kocatepe University, Engineering Faculty, Department of Civil Engineering as Associate Professor. Also he worked as short term scholar in Kansas State University and Iowa State University in 2013 and 2014 summers respectively. His working areas are Performance of Chip Seals on Unbound Pavements and its applications, bituminous mixtures. Besides, he interest nondestructive tests in situ monitoring of road performance and rail tracks.
Serge BENOLIEL leads the Alstom Cyberdefense Management Office. He is in charge of the Cybersecurity Transformation Program (policies & process, training and external partnership). His past experiences vary from software Research and Development, electronics validation department management, Process & Methods & Tools related to Product Development and Management. He was also a strong contributor to previous Alstom signaling transformation projects as CMMI level 3 certification. He is currently Main Line Platform Director at Alstom, in charge of the development of the new Avelia high speed program.

Since 2012 Andrew has been heading the project team to acquire Next-Generation Trainsets under direction of the Senior Vice President for Strategic Rail Fleet Initiatives. He previously led the team that developed the NEC Finance and Business Plan in the 2012 Vision Update, having joined Amtrak as Assistant Vice President, High Speed Rail in 2011.Previously Deputy Director Rail with Washington State DOT his team was successful in gaining an $800 million American Recovery and Reinvestment Act (ARRA) award for the Amtrak Cascades service. Asim Önder is a research assistant in Mechanical Engineering Dept. of Anadolu University, and has recently obtained his PhD degree from Newcastle University. His research interests are the application of composite materials in railway vehicles, mechanics of materials, impact loading, and terminal ballistics. Mark Robinson is Professor of Rail Systems Engineering, School of Mechanical and Systems Engineering, Newcastle University since 2005 and Director of Newcastle Centre for Rail Research (NewRail) since 2004. Main research interests include the development and application of lightweight materials for rail vehicles and crashworthy composite structures. In 2009 he received the Institute of Mechanical Engineers Safety Award and the Alfred Rosling Bennett/Charles S Lake Award for his work on aluminium weld unzipping. He has been actively involved in UIC’s International Rail Research since 2011 and was elected Vice-Chairman of the Board in March 2017.
Özlem KURT ÇAVUS She was born in Kütahya in 1989. In 2012, she graduated from Eskisehir, Anadolu University, Faculty of Fine Arts, Department of Interior Architecture. Between 2011 and 2013, she worked as interior architect in Yücel Architecture and Ka-Mim Architecture companies. Since 2013 she has been working as research assistant at the Department of Interior Architecture at Anadolu University. She completed his master's degree program in Interior Design in 2016 and continues her education in Interior Design Proficiency in Art program. She continues to work in the fields of space psychology, contemporary education, design education and design research.
Semiha Türkay received her PhD degree in Electrical and Electronics Engineering at the Anadolu University, Turkey. She received a research scholarship award in 2008 from the Deutscher Akademischer Austauschdienst (DAAD) and visited Munich Technical University as a PhD researcher. She is currently Assistant Professor at the Department of Electrical and Electronics Engineering, Anadolu University. Javier Goikoetxea has been working at the Technology Division of CAF for more than 20 years, where he has been involved in development of a number of systems for the company, like the COSMOS TCMS, the variable gauge bogie BRAVA, the SIBI tilting system or the OARIS high-speed train. In the last years Javier has been working in the set-up of the Shift2Rail (S2R) initiative. He was the technical leader of the Roll2Rail lighthouse project of S2R which meant the starting of the first activities of SR2 IP1 and currectly coordinates the S2R IP1 project CONNECTA dealing with TCMS. In october 2017 Javier was appointed as Shift2Rail IP1 Coordinator. It is well known that China has made remarkable achievements in the construction of high-speed railway. I have participated in the design of several high-speed railway bridges. Therefore, it is my honor to attend this conference to share our knowledge for advances of high-speed railway in past few years.
Friedemann Brockmeyer attended the Universities of Münster and Vienna where he studied Economics and Statistics, specialising in Transport and Industrial Economics, as well as Econometrics und Behavioural Economics. During his time at university, he gains hands-on experience in the field of yield and utilisation management at DB Fernverkehr AG, Frankfurt am Main. Since June 2011, Friedemann Brockmeyer has been working as a project manager for civity Management Consultants. As a project manager of civity, Friedemann works with railway organizations, including railway and public transport operators, infrastructure managers, governments, institutions and manufacturers throughout Europe. He has been involved in a number of studies and assignments, dealing for example with cost and benefit analysis of high speed rail systems, international cost and performance analysis of railway systems, the implementation of asset management systems and the investment needs of European railway networks.
Wang Yong was born in 1983, and got the master degree of signaling system in 2007 from SWJTU. After that I worked for CREEC(CHINA Railway Eryuan Engineering Group)in signaling department until now with the job position of vice chief engineer. In the last 10 years, I have done the HSR designing job for several domestic and abroad projects, domestic projects including Hefei-Nanjing HSR.

Liu Changqing, born in 1975, Bachelor degree, Senior engineer. She is the CRRC expert in research and development of high speed train, bogie and maintenance. Three pieces of articles have been published on the national and international core journal by him. Three national patents have been awarded. CHEN Dawei is senior engineer of CRRC Sifang Company. He is mainly engaged in train aerodynamics research. He has participated in the designs of several Chinese high speed trains, for example, CRH380A, CR400AF, CRH380AM, and so on.

Cengiz Orun is cofounding partner of Empirical llc. His expertise lies in transport policy analysis and he has broad experience in transportation projects and programs at the international organization. After occupying several posts at private sector and the government, he embarked on a career at the Prime Ministry of Turkey, preceding his post at the Organization for Economic Cooperation and Development (OECD). Arja has very long experience of working in the transport sector, particularly with railway development as a focus.She has promoted the development of passenger traffic services in many railway projects, cooperation groups and transport system planning projects in Finland. She has also managed R&D studies and publication activities. It is important to have smooth ways of travelling and seamless travel chains as well as competitive infrastructure for the public transport use. Arja has worked at the Finnish Transport Agency since 2010 following her working years at the Finnish Rail Administration and the Finnish State Railways (now VR Group). She has been a project manager for the development program of Finnish railway stations including in particular accessibility audits and data collection of all stations, the definition of the service levels for stations of different size and prioritization of development actions.

I completed my master's degree in the field of "Three Dimensional Rail Profile Analysis in Railways". Christian Schwarzer is a Political Scientist with a research interest in Sustainable Transportation and Global Environmental Governance. In his research he has focussed on high speed rail as a sustainable mode of transportation as well as success factors of multileratal environmental negotiations. Christian became interested in high speed rail in 2006 and since then has authored numerous articles and studies on environmental and political aspects of high speed rail as well as implications for international climate and biodiversity policy. His most recent publications include a study on the CO2-reduction potential of high speed rail lines for Germanwatch, Germany’s leading think tank on international climate policy, as well as papers on success factors of high speed rail systems in Japan, China, Spain and France. Christian has worked as an advisor for several Non-Governmental Organizations and Think Tanks in Germany and has provided advice to several UN organizations.
Eduardo Romo is an international expert in railway systems. With an outstanding expertise on High Speed railways and a wide international activity, he has carried out about one hundred railway projects designs and studies from the concept, planning and design to construction, maintenance and operation stages.

Niall Fagan Head of Track Engineering, HS2 As Head of Track Engineering at HS2 Ltd, Niall acts as the Technical Authority for all track engineering matters on the £50b project which aims to achieve a safe, reliable railway whilst also running more trains at higher speeds than any other similar railway in the world. He is responsible for the technical strategy, requirements and standards for the HS2 track system, leading to efficient and sustainable designs for both construction and operation phases. He has also led the evaluation of the most appropriate trackforms for HS2 which is one of the major technical decisions for the project with various implications for both construction and operations. Niall has over 20 years’ experience in the rail industry progressing through various technical and managerial roles which have covered design, maintenance, renewals and HQ functions. He is a chartered engineer and a Fellow of the Institution of Civil Engineers.
Professor Andrew McNaughton is chair of the UIC IC&HSR Committee. He has been responsible for the design, development and planning of the new British HS line, HS2, now being constructed which will link 8 of the top 10 cities in the UK with 18 trains per hour in each direction running at up to 360km/h. Previously he was responsible for the specification and safety and upgrade of the UK conventional network.
Andrew joined HS2Ltd in December 2015 and heads up their Economic and Commercial Analysis. He is responsible for ensuring the economic case supporting the legislative process is robust, for using commercial analysis to help shape key investment decisions, and for identifying insights which help secure wider local economic benefits from HS2. He joined HS2Ltd from Macquarie Securities where he was on secondment as Chief Economist to their European division. Previously, his career was in the UK government economic service, most recently in the Business Department where he led the analysis on industrial strategy, competition policy and merger control.
Mr. Enrique Rico is Master Civil Engineer specialized in transport with 15 years of professional experience in Railway Projects. Currently he is the Railways Director for the company IDOM, and is in charge of different lines of research in this field. He has been Team Leader and Deputy Team Leader of High Speed Rail and Conventional Rail projects during the last 11 years, coordinating multidisciplinary teams in the field of civil works, track and alignment, rail systems (OCS, ERTMS, GSMR), operation and maintenance, environment assessment, rolling stock and workshop. Mr. Rico encompasses a large experience in all stages of the rail project, from feasibility studies to preliminary and detailed design, which provides him an excellent overview of the rail design. Especially relevant is his experience in High Speed Lines exclusively for passengers (HSL Poland, HSL in Spain, HSL in Sweden), mixed traffic (HSL in Portugal) and Conventional Lines connected to High Speed Lines.

Yan-guo Wang received the B.Sc. degree in information and computing science from Sun Yat-sen University, Guangzhou, in 2005, and the M.Sc. degree from the National Laboratory of Pattern Recognition, Institute of Automation, Chinese Academy of Sciences, Beijing, in 2008. He is currently an Associate Researcher with the Institute of Infrastructure Inspection, China Academy of Railway Sciences. He focuses on catenary inspection, and has successfully developed several visual measurement/inspection systems for catenary. He has published 13 papers (3 SCI & 12 EI) on international journals and conferences (such as WCRR, ICRT, and IEEE Trans.), and has 3 authorized patents of invention. He was a member of Technical Committees on several international conferences, and Session Chair of the 6th International Conference on Transportation and Traffic Engineering. His current research interests include pattern recognition, computer vision, data mining, and the application in catenary inspection.
George Tumanishvili was born in 1947. In 1969, he graduated from the Georgian Technical University and in 1980 gained doctoral degree in Machine Science. Since 2000, George Tumanishvili works in the Institute of Machine Mechanics in the Deparfment of Machine Dynamics.
Dr. Andrzej Massel (1965), specialist in railway infrastructure and railway operation, 2005-2010 Deputy Director of Railway Institute in Warsaw for research programmes and studies. In 2005-2006 responsible for pre-feasibility study for the construction of Warsaw-Poznan/Wroclaw high speed railway. In 2007-2008 headed team of experts elaborating Master Plan for railway transport in Poland till 2030. 2010-2013 Undersecretary of State responsible for railway transport, involved in comprehensive upgrading and rehabilitation of railway infrastructure in Poland. Melody Khadem Sameni is an assistant professor at the school of railway engineering at Iran university of science and technology. She got her PhD from University of Southampton following a master degree in socio-economic systems engineering and a bachelor degree in railway engineering.

He is a Prof. (Transportation) Lecturer and Expert Civil Engineer; he graduated from Civil Engineering Department of Istanbul Technical University. He did his Master Degree and Ph.D Degree on Transportation. Between 2000 and 2015, he worked as a professor at Yildiz Technical University, Bahçesehir University and Istanbul Commerce University. He ensured the formation of the concept of “Transportation Engineering” in our country and the establishment of its first department in Bahçesehir University. He carried out several studies on the improvement of traffic safety.He worked as the Head of Transportation Department and Board Member in some companies of Istanbul Metropolitan Municipalities during the period when our President was the Mayor of Istanbul Metropolitan Municipality. He served as the Advisor to the Mayor of Istanbul Metropolitan Municipality between 2007 and 2015. He was elected as a member of parliament for Erzurum for the 22nd Parliamentary Terms. He served as the Acting Chairman of Public Works, Reconstruction, Transport and Tourism Commission during the 22nd Parliamentary Terms. He also worked as Member of Turkish Delegation in Parliamentary Assembly of the Council of Europe, Member of Turkish Delegation in Western European Union and the Chairman of the Turkey-Austria Inter-Parliamentary Friendship Group. He was elected as a member of parliament again in the general election held on 1 November 2015. He is the Spokesman of the Committee on Public Works, Reconstruction, Transport and Tourism of the Grand National Assembly of Turkey.

Giuseppe Aurisicchio is currently the President of MER MEC UK and the Japan Sales Director. Shaobo ZHOU, M.S. in Material Processing Engineering, Assistant Researcher from China Academy of Railway Sciences Corporation Limited, engaged in wheel/rail material and technology, recent research is about wheel/rail material selection and and maintenance in high speed railways.
After graduation from Southwest Jiaotong University, I got my master’s degree in China Academy of Railway Sciences. Since then, I have been doing research on development and application of rail material ( switch&crossing included ), wheel/rail interaction and rail maintenance for decades. Hitherto, I have host or participated in over 50 research projects supported by China Railway or Ministry of Science and Technology and 70 research projects by other railway organizations. Besides, I participated in drafting of more than 10 railway industrial standards or specifications. Mehmet Fatih Yilmaz is Research Assistant in the Ondokuz Mayis University, Engineering faculty, Civil Engineering Department. Yilmaz completed his undergraduate and continue his PH.D. at Istanbul Technical University. His research interest lies in the area of structural engineering, earthquake engineering, fragility analysis, risk analysis, bridge engineering, railway bridge and nonlinear analysis of steel structure. As the Building Information Modelling (BIM) director for Asia Pacific, I am part of our global leadership team executing a comprehensive BIM strategy across geographies. BIM-based project delivery is essential to our work — it enables architects, engineers and clients to see a project “digitally” before it’s built, making it possible to identify issues and solutions early on, as well as improve quality and reliability. In my current role, I connect people and projects with cutting-edge technologies and coordinat best practices related to those technologies. Some of the clients and projects I’ve supported include the Singapore LTA, Circle Line 6, 3RS Hong Kong Airport and the Dholera Investment Region in India for which AECOM introduced several new strategies in BIM implementation, including our collaboration environment: ProjectHub. We have recently also initiated the BIM implementation for Singapore-Kuala Lumpur High Speed Rail Project. I’m motivated to share my knowledge.

Jean Claude ZABEE, as an engineering expert of high-speed rail lines has a broad experience in the management of maintenance and new work structures on the French rail network & internationnaly : He contributed to the Lyon HSbypass, the Eastern European HSRline (world rail speed record on 3 April 2007 (574.8 km/h). He also worked on the UK's first HSR line (CRTL 1 and 2, now known as HS 1). While working at TCDD, he also graduated from DMMA, Faculty of Engineering and Architecture, Department of Mechanical Engineering in 1983 and continued to work as an engineer at Ankara Locomotive Maintenance Workshop. Erol Arikan worked in several Departments of TCDD respectively as the Manager of Locomotive Maintenance Workshop; Assistant Division Manager, Division Manager and Deputy Head of Rolling Stock Department; Regional Coordinator; and Head of Traffic Department. From 24 June 2016, he acted as the Head of Passenger Transport Department of TCDD Tasimacilik A.S. He was appointed as the Deputy Director General and Member of the Board of TCDD Tasimacilik A.S. on January 26, 2018. Erol Arikan is married and has two children.
Prof. Dr. Ompe Aimé Mudimu is a professor at the University of Applied Sciences in Cologne, Germany. He coordinates the research activities and several research projects at the Institute of Rescue Engineering and Civil Protection. In the framework of the Franco-German research project RE(H)STRAIN Prof. Mudimu and his team researched on the possibilities to increase the resilience of Franco-German rail bound high-speed traffic. Prof. Mudimus research work is mainly concerned with risk and crisis management approaches for public transport organisations in the context of terrorist attacks. At this year’s UIC World Congress on High-Speed Rail he is co-author and presenter of the paper “Resilience of the Franco-German High Speed Train Network"
I mainly engaged in the automation for subsidence and deformation monitoring, detection, large-span bridge health monitoring of railway bridges,intelligent tensioning and grouting of railway prestressed concrete beam research work. I presided over the china first automatic monitoring project under high-speed and the first long distance automatic monitoring project parallel high-speed railway. I host completed CHINA first railway intelligent tensioning system research and development work, besides, I host and participate in 9 important research project of the china railway relevant administration, and participated in major national natural science fund support research projects. I published 21 papers in core journals, obtain and apply for 15 patents and software copyright, get 9 provincial honor such as the railway youth May 4th medal, scientific and technological progress second prize of China railway association, the national railway youth science and technology innovation award.
Jian Luo was graduated from Southwest Jiaotong University in July,2003. Now he works at the Electrification and Telegraphy Engineering Design Research Department of the Third Railway Survey and Design Institute Group Corporation, with the title of senior engineer. His main achievements are listed as follows: Design and scientific research: Jian Luo was responsible for the examination and approval work of catenary design. He has hosted a series of key research projects which are sponsored by China Railway Corporation, such as the research for new-type overhead contact line equipment technology of high-speed railway. Standard development: Jian Luo has presided over the editing some standard specifications, such as Fittings for Overhead Contact System in Electrification Railway and so on. Patents and publications: Jian Luo has achieved two authorized national invention patents. Moreover, he has published many papers on professional journals, such as Railway Standard Design.
Present Situation: Onur Cetin is Asst. Prof. in Trakya University since 2015. He teaches production management, logistics and supply chain management in graduate and undergraduate levels. Previous positions: Onur Cetin PhD, has bachelors degree of industrial engineering in 2002, masters degree of Business Administration in 2006. His master thesis was about agile manufacturing. He had PhD of production management in 2013. His PhD thesis was about Vehicle Routing Problem in Fuel Distribution. He has a one year job experince as industiral engineer at Akkanat Holding, four years experience as research assistant at Trakya University and , six years experience as research assistant at Istanbul University. He was visiting scholar in University of Wales for one year during 2006-2007.
Josep Raventós has a MsC in Ground Engineering and a Bachelor in Geology. His professional career is focused on geotechnical and structural monitoring as well as geotechnical design. He has worked in several geotechnical monitoring companies as well as civil engineering companies focused on design and site supervision of civil engineering projects. Particulary, he worked as a project manager for the monitoring of some high speed projects of the Madrid-Barcelona- French border linking projects and worked for the Barcelona City Council as a monitoring supervision responsible for the tunneling high speed project that cross Barcelona. He joins TRE Altamira in the sales department, focused on civil engineering projects.
Paolo MASINI was born june 1963, 17th. He graduated in Electronic engineer in 1990 in Florence University. From 1993, work in Ferrovie dello Stato S.p.A., as rolling stock test engineer responsible for performance and traction test. From 2002 was chief of electrical test department and from 2006 chief of the whole Trenitalia’s test laboratory. In this period he responsible for authorization tests for many of the new Trenitalia fleets (ETR500, ETR600, Minuetto, E464, Vivalto etc). He partecipate in the activation of italian HS project and ERTMS as responsible of test activities. From 2009 he is head of rolling stock technology and maintenance engineering at Trenitalia. He was CER speaker on Cross Acceptance and member of the Task Force for Interoperability of European Union. He is also responsable for Predictive Maintenance Project introducing Condition Based Maintenance based on Big Data system and Internet of Things.
Lorenzo Flaccomio Nardi Dei , Born in Florence in 1974, since 2002 works in Trenitalia S.p.A. ( main Italian train operator) where is currently a System Engineer of on board Power Electric Systems and Components. From 2009 to 2016 managed E464 locomotives fleet (680 locomotives) as Project Engineer being responsible for the performances of the fleet according to assigned parameters of time, cost and technical constraints.

After completing my graduate course in Civil Engineering at Gazi University in 2011, I worked in construction field for a short period of time, and went to England for postgraduate studies. I did my master’s in Railway Systems Engineering and Integration at University of Birmingham, UK from September 2012 to September 2013. After that, I did internship at Network Rail for 2 months and came back to Turkey. I started working for Turkish State Railways in February 2014. I have been working as a member of Project Coordination and Implementation Unit for National Transport Master Plan for Turkey, since June, 2016. Besides my work, I completed my second Bachelor’s in Business Management at Anadolu University in 2016 and completed my second master’s course in Structure department at Gazi University in 2017. I am now continuing my PhD studies in Transportation Department at Middle East Technical University which I started in 2015.
He received M.Sc. Degree in Electrical and Electronics Engineering from Eskisehir Osmangazi University in 2015. From 2011 to 2013 he worked as an Electrical and Electronics Engineer his own work. Now, he is a Ph.D. student in Energy Systems Engineering Department, the Institute of Science, Ankara Yildirim Beyazit University. He works as a M.Sc Electrical and Electronics Engineer the Department of Realty in Turkish State Railways. Yelda Ademoglu Gülkilik received her BSc and MSc degrees from the Geomatics Engineering Department of Istanbul Technical University in 2005 and 2008, respectively. She also completed the MSc education at Transport Engineering and Operations Program of Newcastle University in 2011. She is currently a PhD student in the Geomatics Engineering Department of Istanbul Technical University. She worked in Kadikoy-Kartal subway construction project in the period of 2006-2010. She has been working as Geomatics Engineer in General Directorate of the State Railways of Turkey since 2012.
Kerem ATES is a Mechanical Engineer, and studying in Gazi University Traffic planning and Implementation Post Grad. Previously he had worked in EUAS Electricity Generation Company for 2 years and in Turkish National Train Projects for 2 years in Turkish State Railways and now he is working TCDD Tasimacilik A.S. Marmaray Project. He is always interested in engineering and natural sciences and transportation management, especially railway management. Besides college education, the specific trainings which i received and with interests on relation between natural sciences and sustainability, he can be effective in Strategy Development and Risk Management with advanced abilities on subjects of analysing and planning.
Marie Delaplace is full professor in spatial and urban planning in the University of Paris-Est in the laboratory Lab'urba and she is a teacher in the Parisian Urban School. She has got a PhD and a HDR in Economics about innovations and places. She is working on local economic development and particularly on the wider effects of high-speed rail since 15 years. She is the author of 40 papers in academic journals and books and more than 60 communications in international conferences on this issue. She has leaded 3 research contracts for the regional council of Champagne-Ardenne and for the PREDIT (French program of research, experimentation and innovation in land transport) on the socio-economic impacts of High Speed rail. She was a member of the scientific council of the Observatory of the French High-speed Line Bretagne-Pays-de-la-Loire and she has participated in many professional conferences on this issue.
Dr. Kao has a long history of involvement in the Taiwan High Speed Rail Project. In 1990, he was involved in the feasibility study of the Project. In 1994, He served as the Advisor to the Provisional Office of the Taiwan High Speed Rail Project. After the Taiwan High Speed Rail Project was privatized in 1997, he started an 11 year career in participating in the design, construction and operation of the Taiwan High Speed Rail. Since April 2008, Dr. Kao taught at National Taiwan University, National Central University, Hong Kong Polytechnic University, and University of Illinois at Urbana-Champaign. The classes he taught included: “High Speed Rail Engineering”, “High Speed Rail Planning”, “High Speed Rail Construction Management”, “High Speed Rail Operation & Maintenance” and “Integration Project Management”, with particular illustrations of his experience in the Taiwan High Speed Rail project. DR. Kao also serves as the adviser to World Bank on its High Speed Rail Projects in China. In year of 2014, Dr. Kao was invited by Hong Kong MTRC to serve as the Independent Expert for their Guangzhou-Shenzhen-Hong Kong Express Rail Link Project (XRL).
Clara Zamorano, PhD and Master in Civil Engineering for the Polytechnic University of Madrid (UPM) and Mastère for the Ecole Nationale des Ponts et Chaussées de Paris (ENPC), is Associate Professor at the Polytechnic University of Madrid. Spain. She has been responsible for International Organisations at Adif, the Spanish Railways Infrastructures Administrator until July 2016.
I was born in Istanbul, 1988 I graduated from Mechanical Engineering department in 2010 and at the same time I made double degree in Naval Architecture and Marine Engineering department. I completed my master's degree in 2012. I am continuing my Ph.D. thesis at the Naval Architecture and Marine Engineering.
